Verify the exact scope.

Washington Commerce defines Tier 1 covered buildings as buildings where the applicable nonresidential, hotel, motel, and dormitory floor area exceeds 50,000 gross square feet, excluding parking. Federal and qualifying tribal buildings are excluded from the state requirement.

The first June 1, 2026 reporting date has passed. Owners in later size cohorts can use the remaining lead time to confirm the official record, establish reliable benchmarking, identify the applicable compliance pathway, and assign portal and documentation responsibilities before requesting provider proposals.

A date alone does not define a provider scope. Confirm coverage and the compliance pathway with Commerce, then separate data, analysis, documentation, implementation, and owner-submission roles.

More than 220,000 square feet

The published Tier 1 deadline was June 1, 2026. Commerce advises covered owners who have not started to begin now. Use current official guidance for extensions, exemptions, and submission steps rather than assuming a late-filing path.

More than 90,000 through 220,000 square feet

The published reporting date is June 1, 2027. Confirm the covered-building record, portal access, benchmarking data, pathway, and any required professional roles before treating a proposal as a complete compliance scope.

More than 50,000 through 90,000 square feet

The published reporting date is June 1, 2028. Early preparation can expose missing utility data, building-detail errors, capital planning needs, and unclear owner or consultant responsibilities while there is still time to resolve them.

Seattle buildings may have a second track

A Seattle building can face both Washington Clean Buildings and the city Building Emissions Performance Standard. Track the two programs separately; a state submission does not automatically complete Seattle reporting.
