Define who will prepare the energy management plan and O&M program, what records and staff input are needed, and which materials the owner will receive in editable form.
4. Preserve the owner submission path
State who is authorized to work in the Clean Buildings Portal, who reviews the final package, and which actions remain the building owner's responsibility. Check current exemption and incentive rules before filing.

What is the Washington Tier 2 reporting date?
Washington Commerce publishes July 1, 2027 for Tier 2 compliance and reporting. Rules and guidance can change, so confirm the current program page and portal before acting.
Does Tier 2 require the same performance target as Tier 1?
