Commissioning for two school renovations and future bond projects

Commission the occupied, phased Mary Woodward and Edward Byrom elementary school renovations. The same RFP selects three firms for a pool serving future 2025 bond projects.
The work
- Boilers, HVAC controls and DDC/BMS interfaces, lighting controls, photovoltaic systems, and added cafeteria and gym cooling (RFP pages 3–5).
- Pre-functional checklists, functional testing, seasonal heating and cooling tests, issue tracking and final reports. Phased operation requires checks at each transition; construction is planned for summer 2027 through summer 2028.
- The two school projects are negotiated with the highest-ranked firm. Future work may be competed among the three selected firms through separate contracts; the pool may be used for up to five years.
Before you pursue it
- Principal commissioning authority experience on at least three K–12 new construction projects and three K–12 remodel/expansion projects, plus at least five full years of relevant field experience (pages 3–4).
- Submit a signed PDF proposal by email, under 15 MB and at most 20 single-sided pages including resumes and references. Submit the signed Appendix A fee proposal as a separate PDF; fee proposals are outside the page limit (pages 5–6, 12–13).
- Provide separate time-and-materials not-to-exceed fees for each school and fully burdened hourly rates for future projects. Addendum 1 permits the firm’s standard billing titles and rate structures.
- Individual CCP or equivalent certification is preferred. Addendum 1 says firms holding certification or membership solely at firm level will not be disqualified.
- No pre-proposal meeting is required. The September 30 question deadline has passed. Personnel working on school campuses are subject to the district’s fingerprinting, background-check and reporting requirements.

The approximately $17 million per-school construction budgets are not commissioning fee budgets. Selection to the three-firm pool does not guarantee future work. Detailed design drawings are included in the RFP package; this brief summarizes the procurement requirements and commissioning scope.
